You make an interesting observation. I'm sorry o say that I do not have the details behind the decision, but I think the real news here --apart from the collection method-- is that the national government and 17 regional communities are getting together to agree on how to co-finance common ortho productions for the entire nation...breaking the status quo of uncoordinated, multiple data collections of the same areas. This step clearly seems to be in the direction of the true definition of SDI: not so much technology as *agreements to cooperate* in the area of GI.
